J. Lynn Rainey has been practicing law since 1977. He currently serves as Outside Counsel to the Management Committee of Gas South, LLC, one of the largest Natural Gas marketing companies in the southeastern United States. Lynn is also a leading expert in the formation and representation of Community Improvement Districts (CIDs) in Georgia. He helped to create and currently represents 20 CIDs in the Metro Atlanta area in Barrow, Cobb, Fulton, DeKalb, Forsyth, Gwinnett, Hall and Newton Counties. CIDs are organized by commercial property owners to improve their districts and property value by providing governmental services and facilities. He also serves as General Counsel to the Cobb County Board of Ethics.
Lynn worked as a Chief Assistant District Attorney in the Alcovy Judicial Circuit, as the Chief Assistant Solicitor of Cobb County, and in private practice for most of his career. Lynn’s experience includes a wide range of legal issues including business, contracts, government, ethics, civil litigation, personal injury, criminal, and many other areas of client representation.
Lynn sits on the Board of Directors of the Credit Union of Georgia, the United Methodist Church of North Georgia Conference Board of Ordained Ministry, is active with the Kiwanis Club of Marietta where he served as President, and is a former Chairman of the Marietta City School Board. He is a graduate of Leadership Cobb and Leadership Georgia. Lynn previously served as Chairman of the Georgia Special Olympics and served as President of the Tommy Nobis Center. He graduated from Oxford College of Emory University, where he served as Student Body President, earned a bachelor’s degree from Emory University, and earned his law degree from the Mercer University School of Law, where he served as President of Phi Delta Phi.
Lynn and his wife, Diane, are members of Marietta First United Methodist Church, where Lynn serves as Lay Leader. At Marietta First United Methodist, Lynn is also a member of the Church Council, Finance Committee, Staff Parish Relations Committee, Nominating Committee, and the Board of the Endowment Foundation.
